In support of the strategies for the Action plan on the Circular Economy and future funding on the subject, the European Commission has promoted the initiative for in-depth analysis and consultation of stakeholders through the European Platform of Stakeholders on the Circular Economy (European Circular Economy Stakeholder Platform – ECESP). The objective of ECESP is to integrate the various sectoral activities in the field of circular economy, highlight opportunities and challenges, encourage discussion and collaboration of interested parties, share and connect good practices, knowledge and strategic and planning approaches in order to promote and support the circular economy at national, regional and local level.

ENEA has promoted the creation of a national ECESP interface, through the establishment of the mirror platform “Italian Circular Economy Stakeholder Platform – ICESP”. In analogy to ECESP, ICESP was initially configured, in 2018, as a network of networks then opening up to Italian organizations with circular economy activities, with the aim of creating a national point of convergence on initiatives, experiences, the critical issues, perspectives and expectations on the circular economy that the Italian system wants and can represent in Europe with a single voice, promoting the Italian way of doing circular economy (The Italian way for circular economy).

The CNR-IIA has signed the "ICESP Charter" and therefore formalized the membership and participation in the ICESP platform.
