The WMO Hydrological Observing System (WHOS), officially launched in 2021, is the WMO infrastructure for sharing hydrological data.

Several WMO organizations participate in WHOS as hydrological data providers or consumers.

The first category includes national hydrological services, basin authorities (supranational), private companies (eg dam managers) that publicly share observation data online through web services.

In the second category are alert system developers, scientific modelers and general users of the WHOS web portal interested in discovery, data access and knowledge extraction by means of different tools and applications.

The WHOS broker is a key component of the WHOS architecture as it is responsible for connecting data provider services to end-user clients. The connection is made possible by the application of the brokering paradigm, which does not require the implementation of a specific technology either to the Providers or to the End Users. The WHOS framework provides the necessary mediation services through a virtual middleware component called broker.
