Abstract of the project

The Directorate General for environmental assessments of the Ministry of the Environment and the protection of the territory and the sea has entrusted the IIA with the task of ensuring technical-scientific support, in some of the matters within its competence, or for the implementation of regulations national and community matters regarding:

• integrated prevention and reduction of pollution from industrial activities (IED - IPPC directive);
• control of the dangers of major accidents associated with certain dangerous substances (Seveso directive).
The support activities in these matters are also aimed at actions related to or descending from international conventions, OECD and UNECE.

The Agreement generally provides for technical-scientific and legal support in the following lines of activity:

IED-IPPC with particular reference to:
• actions under the responsibility of the DVA aimed at carrying out the Integrated Environmental Authorization (AIA) procedures;
• in-depth analysis for the purpose of preparing the technical reference documents on the subject of IED-IPPC, collection of information and contributions from the various stakeholders for the purpose of drafting / updating the guidelines for identifying and using the best available techniques (BAT) .

Control of the Hazards of Major Accidents with particular reference to:
• verification, monitoring and collection of the documentation sent by the managers of the establishments at risk of major accidents, by the Regional Technical Committees and by the Prefectures;
• monitoring of major accident risk prevention policies and related Safety Management Systems;
• functional activities for the preparation of post-accident inspections for the purpose of data collection also for communication to the EU;
• safety analysis for the purpose of issuing AIA authorizations.

International Activities with particular reference to:
• Community work on IED-IPPC through participation in the Regulatory Committee pursuant to art. 75 of Directive 2010/75 / EU to the Industrial Emission Expert Group, Information Exchange Forum (IEF) and to the technical groups of the European Integrated Prevention Pollution and Control Bureau (IPPCB);
• Community work on the subject of SEVESO through participation in the Committee of Competent Authorities (CCA) pursuant to art. 22 of Directive 96/61 / EC and the related Technical Working Groups (TWG);
• UN / ECE work relating to the Gothenburg Protocol referred to in the Convention on Long Distance Transboundary Air Pollution (CLRTAP), and the Helsinki Convention on the Transboundary Effects of Industrial Accidents;
• OECD work within the Working Group on Chemical Accidents (WGCA).

Organization of Information Systems and Document Flow Management in the field of IED-IPPC and SEVESO also for the purposes of public access and participation in decision-making processes on environmental matters in accordance with the provisions of the Aarhus Convention.




The activities carried out are aimed at providing the Directorate General for environmental assessments of the Ministry of the Environment and the protection of the territory and the sea with adequate technical-scientific support regarding the activities deriving from the IED-IPPC and Seveso directives, and in more detail :
• the application of the legislation on integrated prevention and reduction of pollution from industrial activities, with particular reference to the Integrated Environmental Authorizations (AIA);
• the elaboration of preparatory contributions and descendants from the drafting, updating and revision of the Community reference documents (BRef) on the identification of the best available techniques (BAT);
• the application of the legislation on the control of the dangers of major accidents, with particular reference to the collection and organization of information regarding the establishments at risk of major accidents as well as their registration and communication to the European Commission, together with information relating to accidents concerning certain dangerous substances;
• monitoring the policies for preventing the risks of major accidents and the related Safety Management Systems;
• participation in community and international activities in the topics covered by the matters referred to in the previous points.
