Abstract of the project

The technical-scientific collaboration agreement between CNR-IIA and ISPRA has as its objective the definition, development and operational implementation of the national HIS Central platform, aimed at sharing hydro-meteorological data on a national scale.
In Italy, hydrological data is collected by the offices and centers that deal with operational hydrology in the Regions and Autonomous Provinces (hereinafter referred to as SIR: Regional Hydrographic Services and Autonomous Provinces).
Each SIR publishes online the data available through web services for the publication of generally heterogeneous data. Each of them differs in the implementation of protocols, models and data encodings. HIS Central takes care of their harmonization and connection with the tools used by end users. The latter will thus be able to search and access the data published by the web services of the SIRs in a uniform and transparent manner using an easy-to-use central web portal, or via the supported software clients by connecting directly to one of the standard interfaces made available by HIS Central.

CNR-IIA contributes to the project with the following activities:
• Design and implementation of the software infrastructure of the HIS Central National Platform and provision of technical support to ISPRA and the SIRs for its use and updating;
• Design and development of a web interface for users to search, access and download data through a web portal
• Collaboration with ISPRA in conducting technical meetings with the staff of the SIRs, according to the methods agreed between the parties, aimed at defining the requirements for the interoperability of the web services of the SIRs with the national platform HIS Central, as well as providing advice and training to SIR if it proves necessary for the purposes of the aforementioned interoperability;
• Implementation of the operation of the National HIS Central Platform on a temporary cloud hosting infrastructure;
• Collaboration with ISPRA in conducting technical meetings with the INFN staff responsible for the cloud infrastructure for final hosting, according to the methods agreed between the parties, aimed at achieving portability from temporary hosting and therefore the operation of the national HIS platform Central on final hosting;
• Carrying out of training activities aimed at personnel responsible for the management and use of the Platform at ISPRA and SIR;
• Production of an initial report showing the planning of the activities and four technical reports, three intermediate and one final, on the results of the activities carried out, delivering them via PEC to ISPRA for sharing;
• Supply, where deemed necessary, of an update via PEC to ISPRA of the planning of the activities, both in terms of timing and in terms of expenditure items, without prejudice to the objectives of the collaboration activity;

• Definition and development of the operational architecture of the HIS Central platform in all its components, including broker platform, database for data and metadata cache, web portal, starting from the prototype already present on the ISPRA portal.
• Implementation and operational configuration of the national HIS Central platform on the cloud infrastructure managed by CNR-IIA (temporary hosting).
• Porting to the cloud infrastructure of the target hosting managed by INFN for its final operation.
