Abstract of the project

The Collaboration Agreement, signed on 27 December 2018 between the Ministry of the Environment and the Protection of the Territory and the Sea (now the Ministry of Ecological Transition) and ENEA, ISPRA, ISS and CNR IIA, is aimed at fully implementing the European directive 2016/2284 / EU which establishes targets for the reduction of national emissions of some atmospheric pollutants. Among other things, it provides for the drafting of the national air pollution control program.

Directive 2016/2284 / EU, also known as the NEC (National Emission Ceilings) directive, establishes targets for the reduction of national emissions of pollutants sulfur dioxide (SO2), nitrogen oxides (NOx), non-methane volatile organic compounds (VOCs), ammonia (NH3) and particulate matter (PM2,5) to be achieved by 2020 and 2030. These objectives are identified as percentages of reduction of the emissions of individual pollutants compared to the values ​​recorded in 2005 and aim to ensure a generalized reduction in pollution atmospheric on the territory of the European Union. The actions necessary to achieve these reductions are identified by a national air pollution control program, drawn up downstream of a preliminary technical investigation aimed at producing the emission and air quality scenarios envisaged for 2020 and 2030 in business conditions. as usual or to implement additional reduction measures.
In particular, the Agreement provides for a collaboration between the various parties involved aimed at the production of the scenarios, the identification of the measures and the drafting and final approval of the control program and its subsequent updating.
In addition, the Agreement also provides for the preparation of a national system to estimate the exposure of the population to air pollution and to provide the country with an adequate short-term forecasting system on air quality.
The activity of the CNR IIA under the Agreement consists, in particular, in:
- to contribute to the preparation and approval of the national air pollution control program and to follow the related reporting activities;
- coordinate the monitoring and reporting of the impacts on ecosystems;
- actively participate in the Air Quality Expert Group, with reference to the implementation of the NEC directive and the monitoring of ecosystems.
The main objective of the Agreement is the preparation of the national air pollution control program, an indispensable tool for implementing the NEC directive and for planning a significant reduction in national emissions of some pollutants, thus contributing to the general objective of achieving a improvement of air quality throughout the country.
In order to respond to the numerous critical issues still present for some pollutants, especially in some areas of the national territory, the Agreement provides for the development or improvement of some tools that will be useful to deepen the knowledge necessary to provide more answers even in the context of litigation community. An important contribution is also foreseen in the context of the technical groups of the European Commission that monitor the implementation of the NEC directive in all EU countries (Air Quality Expert Group).
