Abstract of the project

The Directorate General for environmental assessments of the Ministry of the Environment and the protection of the territory and the sea has entrusted the IIA with the task of ensuring technical-scientific support, in some of the matters within its competence, namely for:

• the implementation of Reg. (EC) 1907/2006 ("REACH regulation" on the registration, evaluation, authorization and restriction of chemicals) and Reg. (EC) 1272/2008 ("CLP regulation" on classification, labeling and chemical packaging);
• the preparation and implementation of the National Action Plan on "Green Public Procurement" (PAN GPP) and the European strategy on Sustainable Production and Consumption (SCP).

The project is divided into two main lines of activity, divided as follows:

Support to the information activity - Reach

Technical-scientific support for the implementation of the provisions of the Ministerial Decree of 22 November 2007, Annex I, paragraph 1.3 regarding information to the public on the risks of chemical substances. These activities mainly consist of:
• preparation of the information bulletin “Chemical substances - Environment and Health”;
• preparation of the material necessary for the dissemination of the "List of Prohibited (or restricted) Substances";
• Update of the European Chemicals Agency (ECHA) section within the REACH link of the Ministry's institutional website.

Study and Analysis of Technical Documents Prepared by the European Agency (ECHA), the Commission and the other members

Technical-scientific support in the context of the institutional discussion relating to the dangerousness of certain chemical substances of particular concern from an environmental and health point of view, with particular reference to substances that meet the requirements indicated in Annex XIII of the REACH Regulation for the identification of PBT substances (Persistent, Bioaccumulative and Toxic substances) and vPvB (very Persistent and very Bioaccumulative).

Definition of the "Minimum Environmental Criteria" within the DEL PAN GPP
Technical-scientific support for the definition of "Minimum Environmental Criteria" (CAM) for new categories of goods and / or services as well as the technical updating of those already adopted, as required by the Action Plan for the environmental sustainability of consumption in the sector of the public administration (Ministerial Decree of 11 April 2008) - the PAN GPP

Definition of the ACTION PLAN ON SUSTAINABLE PRODUCTION AND CONSUMPTION (SCP)
Technical-scientific support for the definition of an Action Plan on Sustainable Production and Consumption (SCP), intended as a planning document for the launch of actions, tools and, where possible, indicators to evaluate the effects of planning.

In particular, support activities will be carried out for the following priority actions:
• Definition of a proposal for a national action plan on the theme "sustainable consumption and production";
• Enhancement of Italian production chains and districts;
• Collaboration with large retailers.

INFORMATION AND TRAINING INITIATIVES - GPP
Technical-scientific support for the promotion and dissemination of purchasing practices by the public administration consistent with the technical indications of the PAN GPP, whose application is currently voluntary, thus enhancing its economic and environmental benefits.

Technical-scientific support is also provided for international activities connected with the subjects covered by the project.

The activities carried out are aimed at providing the Directorate General for environmental assessments of the Ministry of the Environment and the protection of the territory and the sea with adequate technical-scientific support regarding both the activities relating to the tasks to be carried out for the promotion of production systems. and sustainable consumption, also through the tool of "green public procurement" (GPP) and the activities related to the REACH regulation, and more in detail:
• the preparation of initiatives related to the topics of pollution from chemical products, in the context of the actions envisaged by Regulation (EC) No 1907/2006 (REACH) concerning the registration, evaluation, authorization and restriction of chemical substances and by the Ministerial Decree of 22 November 2007 (National implementation plan of the REACH regulation);
• the implementation of the Action Plan for the environmental sustainability of consumption in the public administration sector (PAN GPP) and of the tools envisaged by the Integrated Product Policy (IPP) to contribute to the development of a Strategy for Sustainable Production and Consumption (SCP);
• Italian participation in community and international activities in the topics covered by the subjects referred to in the previous points.
