Abstract of the project

The SELVA project aims to provide further elements for updating the activities referred to in the Reg. Cron. 14890 of 03/01/2012, concerning the project "Development of integrated strategies for the production of energy from biomass plants in the Reatino area and its effects on air quality".

In particular, for the verification of the critical issues relating to air quality in some areas of the Lazio Region, it is essential to acquire further data and in-depth elements for greater environmental protection (reducing the emissions of the main pollutants such as CO2 and particulate matter) and for the verification and enhancement of the energy potential from biomass as required by the update of the Regional Energy Plan and the Air Quality Restoration Plan.

The SELVA project foresees the realization of different Energy Scenarios and the definition of the best plant technologies (BAT) for the production of energy from solid biomass (of forest nature). As part of the experimentation, the creation of an "on web" application defined as RIB, Registry of Biomass Plants, is envisaged, which will allow the census, registration and monitoring of solid biomass plants present and active in Lazio.

The RIB thus defined will be integrated into a GIS, Territorial Information System (open source application, on the web), through the implementation of an interactive GIS system capable of managing, among other things, the suitability and potential of the territory. for the construction of solid biomass energy production plants. The data relating to the potential of the territory will be implemented through an appropriate analysis of the relative PGAF (Agro-Forestry Management Plan) drawn up by the individual municipalities while the data on the suitability of the territory will be implemented by making available the constraints present in the Recovery Plan. of the air quality of the Lazio Region and the data relating to the remaining constraints: hydro-geological, landscape constraints, etc. provided by the Lazio Region itself.

The SIT will be used as a guiding tool to enhance biomass plants in the various territorial areas also with a view to undertaking specific planning and programming actions, in synergy with the current PER, Regional Energy Plan.

The final phase of the Project involves the creation of an Analysis Document of the existing regulations and the creation of a first draft of the Regional Regulation on solid biomass plants necessary for the definition of the technical criteria and the main procedures relating to the authorization procedures for small uses. local, as defined in the national and regional regulatory context for the issue of the qualification / single authorization for the construction and operation in relation to the size / potential of the plant.
The SELVA project is aimed at implementing the following specific objectives:
• Definition of energy scenarios to identify potential lines of intervention on a regional and provincial scale for the construction of biomass energy infrastructures with high energy efficiency.
• Census of existing biomass plants on a regional and sub-provincial scale. This activity will be preparatory to the establishment of the Biomass Plant Register (RIB), as an online tool to support the authorizations pursuant to Legislative Decree 387/2003. These activities will be carried out in close collaboration with the competent regional offices to define a valid articulation for the purposes of regulatory applicability.
• Creation of a GIS in which both the operating plants and the potentially suitable areas will be mapped on an open source system, ie characterized by the absence of constraints and / or exclusionary factors for the construction of biomass energy infrastructures.
• Collection and critical review of the technical regulations adopted by other Italian regions regarding the discipline of the use of biomass plants. This analysis phase will constitute the starting point for drafting the Regional Regulations of the Lazio Region.
