Specialist study for the development of a Plan aimed at defining a Heritage Management System for the streets of the Metropolitan City of Rome Capital

Financed by: Metropolitan City of Rome

Period: February 2021 - December 2023

Introduction

Road network managers need to place management activities within an already established regulatory context. This need arises from the need to offer a level of service that guarantees first of all road safety and secondly the operation of the road asset.

The administrator therefore poses the problem of having a system for managing the cognitive data of the network (existing and / or to be detected through sensors) that allows the definition of criteria and algorithms for the allocation of resources and the definition of priorities.

The final objective is to allow the planning and design of the activities to be carried out, abandoning the perspective of the emergency and adopting the concept of preventive evaluation such as to rationalize the interventions and the related costs.

Description

The objective of this project is to create and implement a decision support system (DSS) for the management and maintenance of the road network both in emergency conditions and for the planning of repairs (extraordinary maintenance), with reference to the single infrastructure and / or part of the network. This DSS will be based primarily on a "Digital Twin" (digital twin), that is a virtual computer replica of the road network of the Metropolitan City of Rome (provincial roads) using data already organized and to be organized: secondly, the DSS will it will base on data relating to the conditions of the road surface and infrastructures in general supplemented by weather and economic, social and environmental data made available in an appropriately designed database. Space will be given to the realization of the tools and the use of the same for an analysis with a DSS supported by static data and in the use of "real-time" data. The latter use will be developed thanks to the installation of sensors in a small, suitably selected study area, so that the “real-time” data system can subsequently be implemented on the entire road infrastructure.

Aims

The project proposal in question aims to create a road heritage management system that takes into account the economic, social and environmental aspects which, starting from the identification of the criticalities of the road network, allows to support the decisions to be implemented both for the management of emergencies. and for the management of network maintenance interventions.

Identifying the most critical areas, in a first phase using static data and in a second phase with dynamic data, it will be possible to plan the activities to be carried out in the short, medium or long term.

The specific objectives are:

  • Identification, design, normalization of the necessary datasets;
  • Creation of a Digital Twin that allows to reconstruct the road network of the Metropolitan City of Rome;
  • Design and implementation in the cloud environment of a database that organizes the data of interest to the DSS;
  • Implementation of a Decision Support System (DSS) based on AI techniques;
  • Design and implementation of a system that allows the data available to the DSS to be updated in real time
  • Creation of an app (for defined user classes) in order to report specific critical issues on the network
